Poverty reduction and systemic social protection constitute pivotal challenges for sustainable economic development, particularly within transition and emerging market economies. This article evaluates and identifies pathways to improve the structural, allocative, and distributive mechanisms governing the financing of social protection systems. While conventional social assistance paradigms rely heavily on static budgetary allocations that suffer from targeting inefficiencies and high fiscal leakages, modern socioeconomic frameworks demand dynamic, multi-tier financing architectures.
